Manages the human resource function for the Garden including responsibility for EEO, government regulation compliance, OSHA Reporting, recruiting and selection, training and development, employee relations, performance management and oversight of the compensation and benefit programs.


  • Recommend and participate in the development of policies and procedures in compliance with federal, state and local laws and regulations. Prepare, issue and keep current manuals describing these policies and procedures. Interprets policy as needed in application.

  • Administer human resource policies and provide expert HR counsel, coaching and training to management regarding policies and procedures, performance management, employee relations, disciplinary actions, organizational development, work environment issues, recognition and leadership.

  • Reviews, purchases and administers benefits for the employee population. Ensures employees understand and utilize all benefits available.

  • Manages the day-to- day administration of the 403(b) Plan, to include interfacing with the TPA and Recordkeeper on a regular basis. Participates in annual audit of the Plan.

  • Coordinate recruitment for open positions, participate in interview process as needed and monitor employment offers.

  • Assists department heads in assessing individuals and developing appropriate resources for training and development.

  • Manages workers compensation claims and ensures that complete, accurate documentation is submitted according to procedure and required timelines. Monitors loss run reports.

  • Reports and manages general liability claims, including vehicle accidents and injuries to guests.

  • Investigate charges of discrimination or harassment and recommend appropriate responses.

  • Maintain thorough and accurate human resource records, postings and documentation in compliance with applicable laws and regulations.

  • Administer compensation program, including the preparation and revision of job descriptions, salary ranges and performance appraisal system. Conduct salary surveys annually or more frequently if market conditions warrant to monitor internal and external equity.

  • Maintain the confidentiality of all information on Garden staff and operations.

  • Promote the mission of the Garden at all times through superior customer service to all and through the efficient use and care of resources.

  • Manages the payroll and HRIS functions. Audits bi-weekly payroll before processing to identify errors.

  • Works with appropriate benefits and employment law counsel as necessary. Can identify when intervention by counsel is required.

Interact regularly and routinely with all levels of Garden management and staff, benefits providers, vendors, other Garden and employer representatives, applicants and visitors. Supervises part time assistant.


  • Bachelor’s degree in human resource management, related field and five years experience as a Human Resources Generalist with two years in a role managing the total HR/Payroll function.
  • Must possess proven oral and written communication, interpersonal, time management and organizational skills.
  • Must have basic computer skills with experience in use of spreadsheets, database programs and word processing.


Intermittent standing, walking and stooping with prolonged periods of time sitting at computer or in meetings. Subject to frequent interruptions from employees, visitors and telephone calls.


Must be able to organize, prioritize, delegate and complete multiple, often competing tasks, ensuring accuracy and adherence to appropriate laws and regulations and Garden procedures while supervising the work of others. Is exposed to confidential and sometimes conflicting information that must be processed with a high level of confidentiality and confidence.
